Customs, VAT and the GRA paperwork

Ghana's revised Customs Act made aircraft spare parts duty-free for domestic airlines, but that exemption does not automatically extend to a privately imported helicopter or its parts: treatment depends on the specific HS classification the item is entered under, and general import duty applies where no exemption is confirmed.

Standard VAT applies to imports that are not specifically exempted. Do not assume your part qualifies for airline-style relief: classification should be confirmed with the Ghana Revenue Authority (GRA) Customs Division before the shipment lands, and a licensed customs broker is worth involving for a landed-cost calculation on a specific airframe or part, since the difference between an exempt and a standard-rated classification can be substantial.
