SACAA registration and import VAT

The South African Civil Aviation Authority issues registration under the ZS- prefix, allocated to South Africa by the ITU since 1927 to 1929, and SACAA registration is a prerequisite for an operating licence. Import duty depends on the aircraft's HS Chapter 88 tariff subheading, with the rate varying by seating and weight class, and SARS administers classification and collection.

A 15% import VAT applies on the customs value, calculated as the FOB value plus a 10% uplift for non-SACU origin, plus any non-rebated duty. A straightforward sale between two non-residents that never enters the country attracts no VAT or duty, but VAT does apply to sales between South African residents and to any aircraft actually imported. A VAT-registered operator using the aircraft for taxable supplies can typically claim the import VAT back as input tax.
