Angola's helicopter fleet is almost entirely an offshore-oil fleet, concentrated on Luanda and the Cabinda and Malongo enclave. A VIP segment has grown alongside it since Luanda's new international airport opened.

This page covers the bases, what INAVIC expects for registration and import, and which models still make up most of the offshore and VIP flying.

The rotorcraft scene in Angola

Offshore crew-change and logistics support for the major oil companies drives the fleet. Heli Malongo Airways flies Bell 412 and 427 twins for onshore-offshore crew changes into the Cabinda oil enclave, supporting ChevronTexaco and Cabinda Gulf Oil operations. SonAir flies a Sikorsky S-76C fleet and previously operated Super Puma EC225s until they were grounded in 2016 over safety concerns. Bestfly and Westair Helicopters are also active in the market.

A VIP segment runs through Luanda: the new Dr. Antonio Agostinho Neto International Airport opened in November 2023 and phased into full international operation through mid-2024, and 4 de Fevereiro Airport, the former main international gateway, continues to support general aviation and helicopter traffic in the city.

Maintenance stays largely in-house and INAVIC-approved: Heli Malongo's Maintenance Control and Maintenance Procedure Manuals are INAVIC-approved and manufacturer-aligned. Tecnair Maintenance provides general-aviation MRO in-country, though owners of lighter or private helicopters typically route heavier maintenance through South African AMOs, given limited local rotorcraft-specific capacity.

Registering and importing a helicopter into Angola

The Instituto Nacional de Aviacao Civil (INAVIC) runs the civil register, from D2-AAA to D2-ZZZ under the Ministry of Transport, and every helicopter operation needs an INAVIC permit.

Import duty averages around 10.9 percent and can range from 2 to 50 percent, calculated on the CIF value, and a 14 percent VAT applies on the same base. Add a general customs fee of about 2 percent, a brokerage fee of 0.5 to 2 percent and stamp duty of about 1 percent on top. Investment-contract holders and sales to the Angolan government can qualify for exemptions from parts of this.

Confirm the applicable rate for a specific airframe and use case with INAVIC and a licensed customs broker before you commit to a number.

Which helicopters fit the Angolan market

The Sikorsky S-76 has flown Angola's offshore and VIP work for years through SonAir's S-76C fleet, and it remains active in the pre-owned and parts-support market even as new contracts move to newer twins. The Leonardo AW139 is the type increasingly superseding the S-76 on fresh offshore work, and AvBuyer names it the single most-numerous turbine helicopter type in Africa overall.

For VIP transport out of Luanda, where twin-engine redundancy over water and at night matters, the Bell 429 is a modern alternative to older twins, and the Leonardo AW109 covers the same corporate role in a more established, widely supported airframe.

Angola's offshore contracts run to defined safety standards. Our offshore helicopter requirements guide sets out what crews and aircraft need to carry.
